When I get eclectic-tech's solution working, I will definitely try the method of using the background directly. If not for this skin, for others. My granddaughters have fun!Most probably eclectic-tech's solution is a good one, however I'd propose another one as well. In this case no need to alter the script file, just to apply the container.
If you want to give this a try, add the following (not Shape, but Image) meter to the code of your skin (to be precise to the Blanca Navidad 1.ini file):
Now add an option to let the snowflakes use the above defined container. Add a Container=MeterContainer option to the [sF] style section.
