In my experience, at least for default vertical alignment and such, you actually get the top one when using inline settings to make the units smaller. So, it's the bottom one (or even vertical centering) that you can't get with inline settings, since they seem to always use the "bottom anchor" to position the text vertically. I know cause I tried to make subscripts and superscripts with inline settings and failed.If you want the top one, you can't use inline patterns.
